Pennsylvania Gov. Tom Corbett said Wednesday the NCAA overstepped its authority by imposing hefty sanctions on Penn State University in the wake of the Jerry Sandusky child molestation scandal. Corbett filed a federal lawsuit against the college athletics governing body.
