Glen Ellyn Deputy Police Chief Bill Holmer said the individual, described as a white male in his 20s, lives in the area and for the past few months "has been doing some things that cause people some discomfort," including following them down the sidewalk, invading personal space and asking questions.

The man has previously been arrested on charges of disorderly conduct and trespassing.
