Antioch’s village clerk retires, deputy clerk appointed as successor

After almost 22 years of service to Antioch, village clerk Candi Rowe has decided to retire and pass responsibilities on to deputy chief Lori Folbrick.

The village board appointed Folbrick’s to the village clerk’s job at Monday’s village board meeting.

“I would not be this happy or comfortable about my decision if Lori were not there,” Rowe said in an email. “She is extremely bright, talented (and) compassionate and will serve the residents of our community well.”

Rowe took advantage of the Illinois Municipal Retirement Fund early retirement incentive program, which is offered to employees over age 50 who have worked for 20 years or more. Hanson said she is the last of the eligible village employees who opted to retire under the program.

Rowe was appointed village clerk in 1990 by then-mayor Robert Wilton and received both the Registered Municipal Clerk and Certified Municipal Clerk designations in 2003. She served as president of the Municipal Clerks of Lake County Association for two years in 2006 and has served as the group’s secretary since 2010.

“I think it was natural for (Folbrick) to come in,” Mayor Lawrence Hanson said. “She’s very intelligent, and she’s done a lot of good things for the village.”

Folbrick has been employed by Antioch for 16 years and said Rowe has served as her mentor. In 2009 and 2010, with the encouragement of Rowe, Folbrick received both her registered and certified municipal clerk designations.

“I feel humbled to be placed in such an important role with the village of Antioch and owe a great deal of my knowledge and experience to Candi,” she said in an email. “She has been the most positive and influential role model, and ... I hope to continue in her position with the professionalism and hard work that she showed each day of her employment.”
