Despite appearances, the stormwater improvement project at Terrace View Pond in Lombard has not stalled. It's just moving very, very slowly. But cooperation among the various government agencies is building and officials working on the project say the main ingredient needed is time. “I do believe the best interests of the pond are being taken into account," the Lombard Park District executive director says.
