President has wrong idea of balance

What am I missing? There is now talk by our President to have higher taxes on millionaires — or billionaires — to obtain “proper balance.” But what about the other side of this “balance” — the approximately 47 percent — possibly 40 to 70 million — who pay no tax? Why shouldn’t there be a nominal minimum tax of $10 to $50 per person on this segment? Why wouldn’t having “some skin in the game” — and a resulting revenue contribution of over half a billion to our budget deficit be good for the country? This represents true “balance” to the President’s mantra. What am I missing?
