Handling of Social Security is mob-like

FDR introduced Social Security; participation was voluntary. It was put into an independent trust fund, not a general operating fund.
LBJ moved it to a general fund during a Democratic Congress. Clinton and Gore passed legislation so 85 percent of Social Security can be taxed. Democrats gave immigrants Social Security at age 65 although they did not pay into it.

Please explain to me the difference of the government tapping into a trust fund and what the Chicago Mob did with the Teamsters Fund.
