Service Levels Increase as Wheeling Township Levy Remains Flat

As the annual levy is finalized, Wheeling Township will not be increasing the 2018 Tax Levy, which is payable in 2019, for the General Town Fund, General Assistance Fund and Road Maintenance Fund.

Over the last several years, the Township has continued spending down reserves while increasing services for all residents, with minimal to no increases in the levy for all funds. The financial impact on homeowners remains at the forefront of the Township's fiscal planning year after year.

As an example, Wheeling Township was the first Township in Cook County to consolidate the Road District, also known as the Highway Department. With the overwhelming support of Township voters, the Road District was consolidated. The position of Highway Commissioner was dissolved as a result of the consolidation that saves taxpayers approximately $20,000 annually. The Board of Trustees now has complete oversight on the maintenance of roads in the unincorporated areas of Wheeling Township.

"Although at the time of the Referendum some residents in the unincorporated areas were concerned about the upkeep of the roads, we have continued to keep them well maintained," said Supervisor Kathy Penner.

Officials at Wheeling Township provide complete financial transparency, not only for the former Highway Department operations, but for all of the services that the Township provides. With one of the lowest local tax rates in Cook County, Wheeling Township's portion of the tax bill is less than 1%, or approximately $80 per year for a homeowner with a home valued at $400,000.

A large majority of the programs and services provided by the Township are implemented with a minimal cost for taxpayers. This is due, in part, to a community of generous donors, dedicated volunteers and partnerships. The Wheeling Township Food Pantry is one example, which is run almost completely with donations.

Other services provided by the Township include Transportation and Meals on Wheels for the elderly and disabled, General Assistance, Emergency Assistance, holiday giving programs, school supply drives for children in need and energy assistance, among many others.
