Elgin police: Man sold cocaine 3 times to informant

A 52-year-old Elgin man has been arrested and charged with selling cocaine three times to a confidential police informant, including once near a park.

Terry L. Rogers, of the 100 block of Silver Street, is charged with five counts of manufacture/delivery of a controlled substance, along with one count of delivery within 1,000 feet of a park - in this case, Wing Park on the city's near west side, according to police.

He also is charged felony possession of a controlled substance and driving while license revoked after a traffic stop Tuesday that resulted in his arrest, according to police and court records.

According to an Elgin police report obtained via a Freedom of Information Act request, Roger sold about 5 grams of cocaine to a police informant who paid with $300 in marked U.S. currency on three occasions: Dec. 6, 2017, on the 0-99 block of South State Street; Dec. 11, 2017, on the 1500 block of Maple Lane; and March 13, 2018, on the 1000 block of Wing Park Street, which is within 1,000 feet of a park and makes it a more severe offense.

At each drug deal, police saw Rogers' 2004 red GMC Yukon drive to and from the transaction, according to the report.

Tuesday afternoon, police saw Rogers' Yukon make an improper signal on the 1800 block of Larkin Avenue and they stopped Rogers, who was driving while his license was suspended, according to the report.

Authorities said they found 12.6 grams of cocaine, less than a gram of marijuana and $762 in the vehicle..

Rogers is being held at the Kane County jail on $300,000 bail, meaning he must post $30,000 to be released while the case is pending. If convicted of the most severe charge of selling drugs near a park, he faces a prison term of six to 30 years with no chance of probation.

He is next due in court Nov. 21.

Rogers was sentenced to three years in prison after pleading guilty to possession of a controlled substance and driving while license suspended after an arrest in April 2014 in Elgin, and for felony aggravated DUI/third offense for an arrest in August 2014 by Illinois State Police while he was free on bond in the April drug case, according to Kane County court records.

Rogers also was sentenced to 9½ years in prison for a 2006 case of possession of 100 to 400 grams of cocaine, records show. Under state law, he served half that sentence.
