$1 million bail in attack where victim's penis severed

A Florida man charged with attempted murder after he was accused of cutting off a victim's penis during an attack in Des Plaines is being held on $1 million bail.

Justin Foster, 28, of Tallahassee, Florida, who also faces two counts of aggravated battery, was initially held on a no-bail warrant after his first court appearance Sept. 21. But Cook County Judge Anjana Hansen agreed Thursday to grant a motion by Foster's attorney for bail reduction.

To be released, Foster would have to post 10 percent of the newly set $1 million bail.

According to the Cook County state's attorney's office, Foster boarded a plane in Atlanta on March 13 and flew to O'Hare International Airport, where he rented a car and drove to the 1100 block of Holiday Lane in Des Plaines. There, he waited during the early morning hours of March 14 for a 26-year-old man, who was dating Foster's ex-girlfriend, to leave the house, prosecutors said.

When the victim came outside around 1 a.m., Foster approached and beat him over the head with a tire iron, knocked the man unconscious, carved initials into his leg and cut off his penis, prosecutors said.

Foster tossed the severed organ over a nearby fence and dragged the victim behind a car, where Foster left him before returning to O'Hare to purchase a one-way ticket back to Atlanta, prosecutors said.

A passer-by found the victim about 3:15 a.m. lying unconscious and bleeding profusely. Police and paramedics took the man to the hospital.

Over the next several months, the victim was treated for traumatic brain injury, skull fractures and lacerations. He now suffers from severe brain damage and requires round-the-clock care, authorities said.

After an investigation, police arrested Foster in Florida Aug. 25, and he was extradited to Cook County and brought to Des Plaines Sept. 20.

Foster is due back in court Oct. 17.
