St. Charles Twp. man charged with theft, home-repair fraud

A St. Charles Township man has been charged with taking money for home repairs he failed - or perhaps never intended - to perform.

Salvatore LoBello, 45, of the 5N000 block of Oak Drive, turned himself in at the Geneva Police Department June 18, the same day charges of theft and home-repair fraud were filed in Kane County Court.

He is free on bail.

According to Kane County court records, LoBellos "knowingly promised performance which the defendant did not intend to perform, or knew would not be performed."

He is accused of taking $5,000 in March 2017 to build a patio for a Pingree Grove man; $8,000 in June 2017 to build a patio for an Elgin woman; and $14,000 in July 2017 to build a driveway and a sidewalk for a Geneva woman.

Court records also show that LoBello was cited by Kane County in 2016 for operating a business at his home, including storing construction equipment.

And the holder of the mortgage on his property has sued for foreclosure. According to the suit, LoBello and his wife took out a $254,375 mortgage in June 2016, but failed to make payments starting in April 2017.

The Geneva victim sued LoBello and his business in small-claims court; in April, the judge granted her a $7,000 judgment. The judgment, according to Kane County Recorder of Deeds records, said he did business as Affordable Residential Concrete and Concrete Dreams Inc.

A corporation report from the Illinois Secretary of State lists Concrete Dreams as "not in good standing."
