Man charged in Schaumburg murder to remain behind bars

A Glendale Heights man charged with fatally shooting another man in the parking lot of a Schaumburg Walgreens will remain in Cook County jail after a judge Monday denied his request to set bail.

Oliver L. Rhone, 37, of the 2200 block of Century Point Lane, is charged with first-degree murder in the Aug. 14 shooting of Quentin Tillison, 37. Rhone was ordered held without bail following his bond hearing on Aug. 18 but had asked the court to reconsider.

Cook County Judge Marc Martin reviewed video surveillance of the shooting three times before making his ruling Monday.

Prosecutors argued that Rhone should be held without bail because they say the shooting was unprovoked and occurred in a highly trafficked public place.

Defense attorney Frank Cece claimed his client acted in self-defense after Tillison "menaced" Rhone. Cece said Tillison stabbed his client in July 2016 and confronted him at a Schaumburg restaurant in August 2016. However, authorities say no police reports exist documenting either incident.

Authorities did say police were called to a disturbance related to the August 2016 confrontation, but officers did not generate a report.

Prosecutors say Cece's self-defense claim is "unsupported." They say both men were at the Walgreens at the corner of Roselle and Wise roads about 5:18 p.m. Aug. 14 when Rhone exited his car and followed Tillison as he passed by with his purchases. The men began arguing and Rhone pulled out a handgun and fired, striking Tillison in the abdomen, prosecutors said. Tillison died the next day at Advocate Lutheran General Hospital in Park Ridge.

Prosecutors did not say why the men argued.

Cece offered a different account of the parking lot exchange. He said Tillison said something to Rhone as he passed Rhone's car, then proceeded to his own car where he appeared to remove something and returned to Rhone's car with his hand behind his back.

If convicted, Rhone could be sentenced to life in prison.
