Let's take a look at one chapter of the handbook of the Republican Party method of operation manual. "Make sure to start a war, military operation, or skirmish against a foreign threat, whether actual or contrived, to divert media and public attention from an ongoing dumpster fire in the White House, remember it's party above all else."
