Experience teaches lawmakers can't control spending

I have a response to the Saturday, April 27, comment from Larry Williams of Libertyville about a graduated tax. By no means am I a millionaire and this tax would not affect me in any way. But here is a concept. How about learning how to spend what the state takes in? For years, Illinois leaders has not funded pensions and have spent way more a year than they take in. A couple years back they increased our income tax for two years to pay off unpaid bills and ended up with more in debt after those two years. You really think that increasing taxes will balance our budget in Illinois? If you do you are all in La La Land.
