Letter: Vote down bid to legalize marijuana

As a resident of Lake Villa, it is curious to me that although the recent request for funds for a new library was voted down, the new library is being built nonetheless.

How? It appears the library district had accumulated the required funds for the library from prior tax years.

If the library district had these funds at hand, why did they deem it necessary to request additional funds from the overburdened taxpayers in the first place?

I understand the importance of the library to the general public as a place of learning and information but to ask for additional funds from taxpayers seems to be an unnecessary and unwelcome request.
