Traffic lights near Randhurst causing problems

The other day I left Walmart on Rand Road in Mount Prospect and drove north so I could intersect with Route 83 to go to the post office. While waiting at this intersection it took 9.5 minutes for the left turn signal to appear. Traffic was backed up on all routes.

It is ridiculous that anyone should have to wait this long to make a turn. Somebody needs to resynchronize the timing on these traffic signals!

I also would like to mention when leaving the Walmart's main entrance to cross over to get to Central Avenue, there are two lanes - the right lane only allows you to turn right so if you are crossing and want to turn right onto Central you can't.

The right lane should have an arrow pointing straight as well as right (for turning on to Rand Road). It has caused many a near accident when drivers try to change lanes before crossing Rand.
