Why do trash rates climb despite efficiency?

I just read in the Daily Herald that garbage collection rates are going up. Let's take a hard look at this increase.

We were asked to purchase garbage cans for both garbage and recyclables. Now the drivers stay in their trucks while picking up the special cans with their lifts. On rare exceptions, they do have to leave their truck to pickup larger loads. So with our purchase of the garbage cans, we have made it easier and quicker for the pickups.

This means that it is done much faster and more efficiently, resulting in much fewer man hours than needed before, which should result in a huge savings for the garbage company. Shouldn't this means a savings to us rather than an increase?

Someone on our council needs to get their pencil and paper out and refigure this. It really isn't hard, I didn't have to use a calculator.

The garbage company must be laughing all the way to the bank.
