Gaming the system

I lately have come across disabled people with disabled parking stickers parked in disabled parking spaces, not exiting the vehicle, to allow a non-disabled companion access to close-in parking. I am disabled and would like to avoid the risk of falling due to ice or slush, but the spaces are full. I think this practice is unfair to the disabled who truly need the spaces. Do the culprit disabled people have no conscience?
