Tests are not bullying

After reading the article on bullying in the March 28 paper, I came away disillusioned with Ina Silva-Sobolewski. How can she say the Illinois Assessment of Readiness in English test is bullying? As stated, standardized tests are required by federal law. These tests are not meant to bully but to measure the progress of the students proficiency with the English language. I fail to see the problem with that. How else can you tell if they are learning? We wonder why we are falling behind the rest of the industrialized nations in education.
