'Victim' wrong word for man shot by police

I found the Daily Herald's headline from the Aug. 14 paper regarding the Milwaukee unrest not only offensive, but a slap in the face to the men and women of law enforcement.

In what parallel universe is a person armed with a handgun, running from police and shot while turning towards the police officer in a threatening manner considered a "victim"? I can think of plenty of descriptive adjectives to describe him, but "victim" is not one of them. The only "victims" were the people he encountered throughout his short, pathetic life.
