Map opponents seem to be shunning law

People's Map, the group that opposes the Independent Map Amendment, should be considered in violation of election laws set forth by the Illinois State Board of Elections. As they are aware, pursuant to Section 28-9 of the Illinois Election Code, People's Map, represented by Michael Kasper, must declare whether they are for or against the referendum.

According to the ISBE website, they never complied, which puts them in violation of Section 28-9.

Section 9-10 states; "Disclosure of contributions and expenditures. (a) The treasurer of every political committee shall file with the Board reports of campaign contributions and expenditures as required by this Section ..."

According to the ISBE, since People's Map was formed on August 17, 2015, at 3:38 p.m., they have had not one single contribution or expenditure.

Yet, they have been able to challenge the constitutionality of a popular statewide referendum.

Law requires donations of over $1,000 to be declared within a timely manner, five days. It's been a year. And if I'm not mistaken, even pro bono work must be declared.

This is the point. Regardless of the outcome, think about what it means for a group like People's Map (Madigan, don't fool yourself) to go an entire year unchecked by the ISBE in a case that will be decided by the Illinois Supreme Court.

Our highest court is hearing one of the most important cases it will ever hear, and the plaintiffs are a PAC that appears to be arrogantly in violation of the law. It's shameful. One has to ask if the ISBE will ever enforce compliance to election laws from this group.

And if the court rules against the IMA to boot? That would have ominous consequences for Illinois. The people would continue to suffer, while the powerful consolidate and entrench. Very dark stuff.
