Too many restraints on police

I know this will be politically incorrect, but I need to know who black lives matter to?

Every time I turn the news on, I hear about another murder and multiple shootings in Chicago. These murders and shootings are rarely by CPD, but instead by the folks who live in these neighborhoods, i.e., gang bangers, dealers, buyers, etc.

Long story short, cops are expected to go into areas where shootings are commonplace and expected to tiptoe around not to offend anyone, or be physically abusive, for fear of being caught handling someone the wrong way. However, when someone of the same race kills another, it's just a normal day.

I understand when a black man is questioned in the suburbs for no reason, it is wrong and police need to stop these uncalled-for stops. However, if law enforcement is expected to do their job properly in areas that are inherently violent, their judgment must be respected or they should just pull out and let the neighbors handle the law.
