Add taxpayers to the state's debtors

Read Mike Riopell's column "Sorry, lottery winners ..." of June 17 about lottery winners and schools waiting for their payouts. As sad as that sounds, you neglected to mention another group waiting for payouts from the state - taxpayers. Upon checking the status of my state income tax refund, I was told by their representative that the governor's office had just released an email with the newest update. Refunds are not being processed "until the new fiscal year if funds are available." As a retired person and a taxpayer, I got my taxes paid on time - when are funds going to be available? Does this mean I can tell the state that I will pay my taxes when my funds become available? I don't think so ...
