Gas price fluctuation more than baffling

Help me understand what is going on with these vacillating gas prices.

The other day I was driving south from Elgin on Randall Road and the first thing I notice is Shell is selling regular gas a $2.45 per gallon. The next thing I notice is Meijer is selling regular gas at $2.45 per gallon and I am thinking, what is going on?

The price of crude oil is in the lowest range in years and we are jumping the price of gas in huge increments.

I drive to Geneva, nine miles plus or minus, and Meijer there is selling regular gas a $2.07 per gallon. On my way back to Elgin 30 minutes later, the Meijer in Elgin has dropped the price to $2.09 but Shell is still at $2.45. The next morning both were back to $2.45.

What is going on? Can someone give me a rational explanation as to how gas stations of the same corporation nine miles apart can be selling gas with a 38 cent difference?
