State must reassure public about lottery

It's no surprise that Illinois Lottery ticket sales shrank $20 million in the month of October. The lottery-buying public has growing doubts that their winnings in excess of $600 will be available when the state budget is finally in place.

The adage of "trust but verify" applies here, and the state should quickly assure the public that winners' monies are safely set aside, not co-mingled with general funds. The administration's officers have a fiduciary responsibility and should be transparent concerning whereabouts and safety of Lottery winners' monies.
