Who’s protecting whom in Benghazi attack?

As I understand it there are three segments to the Benghazi affair, the before, the during and the after. Why has there been so much concern on the after and Susan Rice? She is, after all, simply a distraction for the much more important questions regarding the before and during.

As for the before, why didn’t the U.S. Embassy in Libya have enough security? The embassy staff knew long (months) before the 9/11 attack that they were vulnerable to a terrorist attack and they asked repeatedly for more security. It is the job of our State Department to protect our embassies all over the world. If it was not an option to evacuate all the embassy staff in Libya, then why not provide them with sufficient security? Who gave the orders not to do this?

And as to the during, how is it that all the top people in the administration were watching the attack live in the situation room and yet no one authorized troops to deploy immediately to Libya? It all comes down to who refused to give the OK for sending lifesaving help to that embassy. Barack Obama? Hillary Clinton? Who is being protected by whom?
