The ex-girlfriend of Schaumburg Police Chief Brian Howerton has filed a noncriminal complaint against him which is being investigated both internally and externally, Schaumburg Village Manager Ken Fritz confirmed Thursday.

Neither investigation has reached any conclusions and Howerton continues to fulfill all his duties as police chief, Fritz added.

As with any complaint against an employee, the allegations against Howerton were brought to the attention of the village's Office of Professional Standards, which continues to investigate, Fritz said.

But because the matter involves a police officer, the complaint also was referred to the Illinois State Police's Public Integrity Task Force, which is conducting its own inquiry.

Fritz said he could disclose nothing further about the report, or immediately release it through a Freedom of Information Act request, because it is the subject of an ongoing police investigation.

Illinois State Police confirmed that their investigation is still in progress.

Howerton could not be reached for comment Thursday.

Kaci Holguin, the attorney of Howerton's ex-girlfriend, said her client is declining comment on the report.

Howerton's former girlfriend is a resident of Schaumburg but not an employee of the village, Fritz said.

Howerton became chief in March 2009. He's spent his entire career with the village.
