Owner Noubar Hawe took over the building at 455 Reddington Drive, which was vacant, and kept the name on the awning. The business reopened two weeks ago, near the intersection of Randall and McDonald roads, and already there are regulars excited to see a family-friendly Italian restaurant in their neighborhood.

Economists say that in past recoveries, small companies were the first to hire. When the economy was improving, they could move faster than large companies because they didn’t have the bureaucracy that can slow the hiring process. Their hiring helped propel the economy forward. Anyone hoping for a burst in small business hiring soon may be waiting in vain.
