    Illinois tollway planners predict drivers and pedestrians — guided by traffic signals — will find navigating the Elmhurst Road and Jane Addams Tollway (I-90) interchange safer once a somewhat counterintuitive redesign is constructed. The “diverging diamond” interchange will be complete in 2016 at the same time ramps providing access to and from the west and other improvements are finished. It works by briefly shifting traffic into opposite lanes using signals on bridges or underpasses so that vehicles can turn left onto the tollway without facing oncoming cars. Then, traffic is routed back to the right side of the road.

    A St. Charles man died Saturday morning after apparently suffering a heart attack that caused him to crash his vehicle into a pickup truck parked in a construction zone on the Jane Addams Memorial Tollway near Gilberts. Illinois State Police received reports at 9:37 a.m. of a vehicle weaving out of control on the tollway before hitting the parked pickup.

    Elk Grove Village and Itasca will be sharing the cost for Devon Avenue bridge improvements over Interstate 290 that are being completed as part of the Elgin-O’Hare Western Access project. The two towns are splitting the $156,253 cost to add decorative fencing, parapet columns, custom concrete form liner, and concrete staining on the outside parapet of the bridge.

    Motorists can expect a busy year of construction along Illinois’ major roadways. Illinois Tollway officials expect 2014 is going to be the biggest construction year ever. Last week, Gov. Pat Quinn announced a record $1.4 billion in spending to improve roads, bridges and interchanges. The money comes from a 15-year, $12 billion capital program. Bonds for the program are repaid through toll increases that took effect in 2012. The projects including rebuilding and widening 37 miles of Interstate 90 between Randall Road in Elgin and Interstate 39 in Rockford. Another project is improving Interstate 88 between the toll plaza in Aurora and Illinois Route 59. Tollway officials are asking motorists for patience while on the road.

But while February’s announcement in Hoffman Estates was specifically about state funding for a full interchange at Barrington Road and the Jane Addams Memorial Tollway, Friday’s appearance in Schaumburg covered the full $1.4 billion that will be invested in the Illinois Tollway this year.
