Illinois teachers are supposed to put 9.4 percent of their salaries toward their pensions. Yet teachers in at least 27 suburban school districts have some or all of their retirement contributions paid on their behalf by the district. But it's not as nefarious as it sounds. Those districts are among about 600 school districts or education cooperatives across the state that provide a similar benefit, according to an annual salary study by the Illinois State Board of Education.

The gap between the suburbs' highest- and lowest-paid teachers is cavernous: Teachers in Maine Township High School District 207 top the list with an average teacher salary of $116,044. But teachers in Emmons Elementary District 33 in far Northwest suburban Antioch average $47,624, according to a Daily Herald study of state school report card data from 91 school districts in the North, Northwest and West suburbs.

A 2005 law required school district's taxpayers to fund penalties to the state's pension system if the district granted raises of more than 6 percent annually. The Daily Herald first reported that suburban school districts were paying big penalties two years ago. Despite knowing since 2005 and despite having a spotlight pointed at it in 2010, suburban school boards still are forcing taxpayers to fund penalties. A Daily Herald editorial says this practice simply must stop.
