A bicyclist was killed Tuesday morning after apparently crossing Higgins Road against a red light at the exit ramp from northbound Route 53, Illinois State Police report.

Carter W. Myers, 19, of Batavia, was charged with possession of drug paraphernalia and possession of cannabis (between 2.5 and 10 grams), at 9:51 p.m. Monday in the 600 block of South Batavia Avenue, according to a police report. He was also issued a warning for not having a rear license plate.

Mark A. Clough, 46, of South Elgin, appeared in Kane County bond court Tuesday on charges of arson, a felony, according to court records. Elgin police responded to a fire just before 10 p.m. April 28 at Advance Engineering Corp., 440 S. McLean Blvd., and an arson investigator determined the fire could not have started on its own, according to police reports. After several interviews Clough admitted to using a lighter to ignite the wrapping on a section of pipe in the building, costing the company $46,000 to reverse the damages, police reports said. Bail was set at $30,000.

John Giesing, 74, of the 700 block of Coventry Lane, Crystal Lake, was charged over the weekend with solicitation of a sexual act, after police said he offered to pay a 16-year-old boy to perform a sexual act, according to a police report.

Robert G. Byland, 19, of Batavia, was charged at 6:15 a.m. Sunday with illegal consumption of alcohol by a minor, criminal damage to property, failure to reduce speed to avoid an accident and possession of drug paraphernalia in the 1000 block of Winnebago Trail, according to a police report.

Burglars broke into a 2004 Ford E350 van between 2 and 6 a.m. May 1 in a driveway on the 1500 block of Fifth Avenue in Des Plaines and stole saws, drills, socket set and drill bits. Value was estimated at $2,500.

Brandy M. Jackson, 23, of the 2700 block of North 49th Street in Milwaukee, was arrested Thursday and charged for using a fake $100 bill to buy merchandise at the Bath and Body Works store inside Algonquin Commons, police said. Jackson's bail was set at $25,000 and she is due in court Wednesday.

A 35-year-old Arlington Heights man was arrested in an apartment lot on the 1700 block of Forest Cove Drive in Mount Propsect and charged with felony burglary after a vehicles owner saw him rifling through the vehicle from her balcony window, called police, then held the vehicle door closed and wouldn't let him out until police arrived, police reports said.
