Charges will not be filed in connection with the April 5 crash in northern Lake County involving a school bus that killed one driver and injured more than 30 elementary school students, authorities said Tuesday. Officials cited "conflicting statements" from witnesses regarding the color of the traffic signal at Route 173 and Kilbourne Road near Wadsworth at the time of the crash as part of the investigation.
