A Stone Park man randomly entered an Addison Township home and carried around a 6-year-old girl before he was restrained and arrested, authorities said Monday. Bail was set at $1 million for Marcelo Arellano-Garcia, 21, who appeared in DuPage County bond court on charges of battery and trespass.

The executive director of RRAF, a Lombard agency that serves adults with developmental disabilities, was driving three clients home Friday afternoon on Route 53 in Addison Township when a driver struck her van head-on. Marilyn Flanagan now is dealing with foot injuries, three years of payments on a used van to replace the crushed one, and loss of state funding for clients unable to attend services because of their injuries.

But in Milton Township, the focus will be on the need for township government itself. Residents attending Miltons town meeting will take a vote on whether two advisory questions should be placed on the November ballot, including one asking for the end of township government.

Milton Township officials will stop allowing trustees to take part in the agency's pension program. An audit of the organization shows the trustees can't vouch for the 1,000 hours of work required to participate in the Illinois Municipal Retirement Fund program. But other townships continue the practice. “I don't think we think the job demands the 1,000 hours required,” said Milton Township Supervisor Chris Heidorn.

Several township officials said there had been no discussion about possible changes to coverage policies in the wake of a Daily Herald investigation that revealed more than two dozen suburban townships provide free health care to 70-plus elected officials at a cost to taxpayers of more than $1 million in 2010.

An investigation of insurance costs for 50 suburban townships showed 29 offered health care coverage at no charge to elected officers who held full-time positions like supervisor, assessor and highway commissioner.
