St. Charles

• Todd B. Cassens, 43, of the 1500 block of Jewel Avenue, was arrested Oct. 28 for nuisance violation involving barking dogs, police said. Officers responded to Cassens' residence on complaints of dogs left in the backyard that were constantly barking. Upon arriving at the scene, police observed barking dogs in the yard and wrote him a citation.

• Police found gang symbols spray painted on the cement retaining wall near homes on the 300 block of State Street on Oct. 30.

• Stephanie Dawn Willis, 41, of the 100 block of Woodlawn Street in Geneva, was charged Oct. 30 with retail theft, according to a police report. Store security at Meijer, 855 S. Randall Road, observed Willis select four bottles of wine and conceal them in a plastic shopping bag. Willis then walked through the store and selected about 14 additional items and also conceal them in the plastic bag. Willis then attempted to leave the store without paying for the items. The total value of the items was estimated at about $285.

• Carney Devon Wiggins, 36, of the 1300 block of Monomoy in Aurora, was charged Saturday with retail theft and criminal damage to property, according to a police report. An employee at Dominick's Finer Foods, 2063 State St., observed Wiggins placing merchandise into a black backpack. When Wiggins noticed he was being observed he ran out of the store and was chased by the store employee. In the process of running, Wiggins damaged the exit doors by forcing them open. Police located Wiggins in the Geneva Commons parking lot and arrested him.

• A green, Next brand Chaos model BMX bicle was reported stolen from the rear of an apartment building on the 1400 block of Indiana Street Oct. 27, police said. The bicycle had been secured by a combination lock. The chain and lock were intact, but the bike was still stolen.

Elgin

• Someone tried to rob a 58-year-old man at gunpoint at 2:15 a.m. Thursday as he drove in his 2010 Toyota Corolla at Villa and National Streets, reports said. The victim said he was leaving the Grand Victoria Casino when a man with a gun tapped on his car window and demanded the victim to open it. The victim instead sped away, causing the gunman to shoot through the window, breaking it and damaging a head rest, reports said. A .32 caliber slug was recovered from the car. No injuries were reported.

• Someone took a wallet and cordless drill from a 2005 Ford Excursion parked at Cranston Avenue and Sutton Street between 3 p.m. and 3:30 p.m. Wednesday, reports said.

• Jamie Lynn Toppel, 26, of the 0-99 block of South Green Street, Carpentersville, was arrested and charged with felony retail theft at 4:43 p.m. Wednesday at Meijer, 815 S. Randall Road, reports said. Toppel is accused of stealing two sweaters, two video games and other items worth $157, reports said.

• A black, 4-door 2007 Nissan Altima was reported stolen at 7:41 p.m. Wednesday after its owner left it running to go inside the Walgreens at 815 Summit St., reports said.
