A taxi safety issue

Many, if not all, taxi cabs have had the headrest on the passenger side replaced with a video screen. Often a cable attaches to that, holding a device where the rider can pay for the ride with a credit card. All of these are hard objects, not padded in any way. I was recently in an accident in the back of a taxi and was pushed forward, face first into the video screen. My arm broke the cable. While I have often thought about the absence of the padded headrest, I was never prompted to write to anyone. Where to start? The cab companies? You? Anyway, the accident wasn't severe, my bruises are healing. I seemed to be the only person/thing really hurt, and it was minor. It could have been much worse. Put those headrests back where they should be.
