Poor road-work planning

Here is one question that's appropriate no matter where you live. Why do municipalities allow the tear-up of roads so far in advance of repaving? You're left to rumble through on "grooved pavement" for weeks, sometimes months, before new road is laid down.

We have that problem in Naperville right now. A three-mile swath of the busiest east-west road corridor, Ogden Avenue, Route 34, was torn out, leaving drivers at the mercy of hidden potholes and loose gravel, plus four-inch drop-offs for the cross streets.

You would think our great city/county engineers would be able to plan better.
