Safety a two-way street

Education and awareness is a two way street, so to speak, when it comes to sharing the road with bicyclists and cars.

There are rules of the road for cyclists, but how prevalently are the enforced. Is wearing headphones/earbuds any less distracting on a cyclist than a smartphone is to a vehicle driver?

Should a cyclist that shares the road be licensed and pass a rules of the road test and have a bicycle plate? Should a bicycle have a minimum amount of reflectors and other safety features that make them more visible?

A motorist can receive a ticket for distracted driving or not wearing a seatbelt. What laws compel a commensurate responsibility on cyclists?

This is a "two way street" problem that has to be addressed equally.
