Why is Higgins work taking so long?
I drive Higgins Road daily, commencing from the expressway and going west. Since last summer, there has been an enormous amount of rebuilding done. It is now midsummer and very little has been done to complete the proposed projects. The roadside is littered with all kinds of equipment. Utility trucks stand for days. Landscaping, concrete work and electrical have not been completed. My question is when will these projects will be completed?
I called a Cook County person who ranks fairly high on the pecking order to get an explanation. He said that it had become a source of embarrassment.
Is it a question of not enough money to cover the costs of the project? Is the state waiting for money to cover expenses? Mismanagement? Or all of the above. Perhaps some of the readers share views and have opinions on the issue.
