So, it's Rauner's fault?

Before Gov. Rauner, the budget was not balanced and the same party controlled the governorship, the House, and the Senate. The message that is being sent now is that Rauner is responsible for not balancing the budget . Most recently, Michael Madigan and his friends in the House demonstrated their arrogance and disdain for the taxpayers of Illinois and our current budget impasse by passing a bill (HB 40) which has us paying for abortions for state employ-ees. Apart from how people view abortion, why must we people living in Illinois take on another cost. Why can't they pay for their own abortions? It is an elective surgery. For what other elective surgeries does the state want us to pay? It seems to me that Michael Madigan just wants to make it harder to balance the budget - and blame the governor.
