Wisconsin and Illinois argue over response to foster child

MADISON, Wis. (AP) - Wisconsin and Illinois officials continue to disagree about who mishandled an incident involving a runaway foster child from Wisconsin found in Chicago.

Sheriff Thomas Dart of Illinois' Cook County placed the blame squarely on Wisconsin for the second time Tuesday. But Wisconsin Department of Children and Families Secretary Eloise Anderson said hours earlier it was Dart's officers who didn't follow protocol.

Dart says Wisconsin officials disregarded duties after the 17-year-old girl's foster mother and two Dane County service agencies refused to get her.

Cook County Chief Policy Officer Cara Smith says the teen is back in Wisconsin after a friend drove her but there's no agreement between the states on how the situation should've been handled. She says it's the only incident of its kind she recalls.
