Lake in the Hills man charged after jail fight

A Lake in the Hills man accused of masterminding the kidnapping and cigarette torture of his ex-girlfriend in Elgin in early 2016 has been charged in connections with a jail fight last week, according to authorities and court records.

Luis Palomar, 19, and three other people were charged with mob action - a felony punishable by up to three years in prison - as a result of the April 4 fight, according to Kane County court records.

Kane County Sheriff's Lt. Pat Gengler said the fight began at about 2:40 p.m. when Jorge Chavez, 21, of Chicago, and another inmate began fighting.

Palomar, along with Kenyon S. Lovelace, 21, of Aurora, and Orlando G. Cano, 32, of Geneva, jumped in and fought the inmate Chavez had targeted, according to Gengler.

Gengler said no officers were injured and Chavez and the victim had minor injuries. Authorities did not have a reason for the fight, Gengler said.

Palomar and three others are accused of kidnapping Palomar's ex-girlfriend in Elgin in late February 2016 overnight, forcing her to strip and taking her phone before burning a shoulder tattoo with lit cigarettes and beating her, according to police and court records.

The victim's tattoo was a matching tattoo that she and Palomar got at an earlier date. Palomar was arrested in Mexico in mid-March and brought from Los Angeles back to Illinois.

While free on bond, Palomar was arrested on car burglary charges from April 2016 and cocaine possession charges from June 2016 and his bail increased.

Palomar was being held on $525,000 bail, meaning he must post $52,500 to be released while the cases are pending.

He faces up to 30 years in prison if convicted on the kidnapping charge, up to 15 years on the cocaine charge, and up to seven years on the burglary charge. He is next due in court Thursday.
