ELA TOWNSHIP SHOULD PROVIDE FOOD, SHELTER, AND EMERGWNCY RELIEF FOR THE NEEDY PEOPLE IE

FOOD BANKS THAT GUARANTEE THE NECESSITIES FOR CHILDREN. EXPAND

SENIOR & YOUTH SERVICE TO MEET THE

NEEDS OF THE RESIDENTS.

2) PPOPLERTY TAX ASSESSMENTS

THE ONLY ELECTED GOVERNMENTAL OFFICAL WHO MUST PASS APPROVED

COURSES OF INSTRUCTION BEFORE STANDING FOR ELECTION TO OFFICE.

TO ENSURE ALL RESIDENTS ARE TREATED

THE SAME OR EQUIYITY.

3) ROAD AND BRIDGE MAINTENANCE

DEVELOP A COST EFFECTIVE 5 AND 10 PROGRAM TO MAINTAIN THE

ROADS. INTERGOVERNMENT AGREEMENTS

WITH MUNIPALITIES FOR SERVICES.

What should be the primary responsibility of township government?

THE PRIMARY RESPONSIBILITY IS TO THE CONSTITUENTS / RESIDENTS / PEOPLE. ELA TOWNSHIP IS BETTER TO REPOND TO LOCAL NEEDS THAN LARGER FORMS OF GOVERNMENT BECAUSE OUR PROXIMITY TO OUR CONSTITUENTS KEEPS

US IN TOUCH. PERIODIC RESIDENT SURVEY'S WILL BE THE BASIS AND PROIORITIES FOR THE BUDGET AND OPERATIONS TO MEET THE TOWNSHIPS

NEEDS.

In the 21st Century, with municipalities gobbling up vacant land, why are townships needed? Should they be serving a new role? If so, what?

UNDER MY LEADERSHIP, ELA TOWNSHIP

WILL BE UNIQUE BECAUSE IT WILL REPRESENT THE CONSTITUENTS, HAVE

A ZERO-SUM BALANCED BUDGET, NO TOWNSHIP TAX INCREASES, A 40 PERCENT RESERVE IN THE BUDGET IF

THE STATE DEFAULTS, AND DEVELOP

A 5 AND 10 YEAR PLAN FOR THE FUTURE. PRESENTLY, THE STATE AND

LARGER MUNICIPALITIES: IE CHICAGO ARE INSOLVENT. ELA WILL SET THE

STANDARD FOR FISCAL RESPONSIBILITY.

ELA'S TOWNSHIP ROLE IS UNIQUE.

A 5 / 10 YEAR COMPREHENSIVE PLAN SHOULD BE

UPDATED TO MEET FUTURE DEMANDS. SECOND AN ORGANIZTION STRUCTURE CHART DEVBLOPED. THIRD, THE PERONEL AND JOB DECRIPTIONS HAVE TO

BE PLANNED TO ADRESS THE FUTURE

REQUIREMENTS. GOVERNMENTS SHOULD OPERATE EFFICIENTLY. WHAT HAPPENED

IN THE PAST, MAY NOT WORK IN THE

FUTURE.

PLANNING IS THE KEY ANSWER.

Can you identify some township expenses/programs that could be trimmed or eliminated to reduce the tax burden?

TO REDUCE COSTS (TAXES), ALL GOVERNMENTAL BODIES SHOULD OPERATE AS A BUSINESS DOES FOR THE BENEFIT OF THE PUBLIC. FIRST, THE ADOPTION OF ZERO-SUM BALANCED BUDGET BASED UPON CONSTITUENT SERVICE PRIOTITIES, A BUDGET BASED NOT ON FICTIONS, ESTIMATES

OR EMOTION. THE QUANTITIVE ANALYSIS WOULD INCLUDE RATE OF RETURN ON INVESTMENTS, COMPETIVE

BIDS, CONTRACT COSTS, PERFORMANCE STANDARDS, TIME SCHEDULES, ETC: FOR

EXAMPLE INFRASTRUE VS. MAINTAINANCE

COSTS ON THE ROAD PROGRAM. SIMPLY

STATED, A NO NONSENSE BUDGET. AS A

LIVING DOCUMENT, THE TOWNSHIP PLANNING WOULD IMPROVE MANAGEMENT AND REDUCE COSTS.

LEADERSHIP: AS SUPERVISOR I WOULD SET THE EXAMPLE. NOT IN THE POLITICAL SENSE, BUT IN THE REAL MILITARY DEFINTION. I SERVED 27.5 YEARS IN IL. NATIONAL GUARD /

US ARMY RESERVE OBTAINING THE RANK

OF LT. COLONEL. IN THE NATIONAL

GUARD MY UNIT RECEIVED THE EISENHOWER AWARD (BEST IN STATE 1970) AND THE STATE MAINTENANCE UNIT AWARD (BEST IN STATE - 1973) , I GRADUTED FROM US ARMY COMMAND & GENERAL STAFF COLLEGE.

EXPERIENCE SHOULD BE A MANDATORY

7) SIGNIFICANT DRAINAGE REPAIRS DATING BACK TO 1957 ISSUES CORRECTED.
