Who's to blame for state's sorry finances?

There can most certainly be no doubt in anyone's mind that the State of Illinois' finances are a bona fide disaster. The state currently is more than $120 billion in debt and counting.

The question is, who's to blame and how do you fix it. Let's start by looking at who's been handling the check book and for how long.

Governor Bruce Rauner has been in office for less than two years.

Mike Madigan has been in the state legislature for 46 years and Speaker of the House and keeper of the State checkbook for 38 years of those years.

Hmmmm, I wonder who it could be?
