Carol Stream to release bids for village hall expansion

Carol Stream will soon seek construction bids for an expansion of village hall, with the hope of building the shell of the three-level addition by next winter.

The roughly $18 million project took a key step forward Monday night when trustees authorized architects to prepare documents for the village's construction manager to collect bids from subcontractors in three phases.

An agreement with Williams Architects originally called for releasing one final bid in August. Instead, the village hopes to review the first round of bids - for demolition and excavation work - by the end of March.

"That will allow us to proceed more quickly," Assistant Village Manager Bob Mellor said.

MTI Construction Services will act as construction manager for both the village hall expansion and a project to convert offices into a temporary village hall in the former McDade & Co. building.

Trustees agreed Monday to pay the Elgin-based company $61,406 to also oversee the work to renovate the space that the village is leasing in the southern section of the building at 505 E. North Ave.

In mid-April, municipal employees plan to start moving from the current village hall along Gary Avenue to their temporary headquarters, across the street from Angelo Caputo's Fresh Markets.

Trustees last month approved the lease for village offices to occupy about 30,000 square feet of the building. The village will pay the property owner $577,500 over the course of the 22-month lease.

The village's fleet of vehicles will park on the west side of the site under a special permit approved by the board Monday.

Two other tenants, Comcast and Property Insight, will remain in their spaces in the 70,000-square-foot building.

The village has earmarked cash reserves to pay for designing, building and equipping an aging village hall that is expected to increase in size from 40,400 to 68,750 square feet.

The village has budgeted an additional $1.18 million on rent, renovations of the temporary facility, utilities, architect fees and other costs associated with the relocation.
