Elgin man charged with 2nd violation of sex offender law
A 52-year-old Elgin man faces prison after his arrest Friday on charges of failing to register as a sex offender for a second time after a domestic dispute.
Joe L. Jones, of the 1900 block of Mark Avenue, has been charged with two counts of failure to register a sex offender, two counts of misdemeanor domestic battery and one count of obstructing identification, according to Kane County court records.
Jones is accused of grabbing a woman by her legs and dragging her back into an apartment building and throwing her to the floor, causing injuries to her face and mouth, records show. He also is accused of his second violation of failing to register as a sex offender and not providing his address. Police said Jones gave them a fake name when they responded to the reported battery.
Jones was sentenced to four years in prison after a February 2011 car chase through Elgin that began when police pulled him over for driving with a suspended license. During the chase he stopped, put his car in reverse, and backed on to the hood of a squad car. Jones also has spent time in prison for arson and sexual abuse (both cases out of Lake County), and failure to register as a sex offender, records show.
"Defendant has major problems following rules of society," Kane County prosecutors wrote to prison officials after Jones' prison sentence for the Elgin car chase.
Jones was being held at the Kane County jail on $25,000 bail. He is due in court Friday and faces up to seven years in prison if convicted.
