Why did these unions oppose $15 wage?

Did I read this right in George Will's column on Jan 1?

Labor unions in New York and California both lobbied for exemption from the $15 minimum wage for their employees at the same time they lobbied everyone else for the increase.

I would like to see what their justification was; probably felt it would cut into their wages.
