Handcuffs, stun gun found at home of Elgin man charged with motorist attack

An Elgin man accused in April of damaging a tire on a woman's car and then attacking her after he fixed it used the same approach a month earlier to try to meet another woman, according to a police affidavit used to secure a search warrant at his home.

Authorities seized handcuffs, a black ski mask, stun gun and other items after searching Jorge D. Castaneda's home May 4, according to Kane County court records.

Castaneda, 28, is charged with armed violence, aggravated battery and unlawful restraint, all felonies, stemming from an April 28 attack on an 18-year-old in South Elgin.

Police say Castaneda damaged the teen's tire in the parking lot of Wal-Mart, 1100 S. Randall Road, Elgin, then followed her until she pulled over with a flat tire. Castaneda told the woman he would change her tire and she should pull into the Home Depot lot at 440 Randall Road.

According to the affidavit, Castaneda attacked the woman as she sat in her car and prepared to thank him by shaking his hand. "The man then grabbed her hand and tased her neck with a small black square-looking stun gun," and the woman, who felt like he was trying to pull her from the car, kicked at him before escaping.

A different woman called police May 3 and told them she had a similar encounter with a man March 22, according to the affidavit. The woman told police she and a female friend were leaving a movie theater on Randall Road in Elgin when they noticed her car had a flat tire.

A man name "Jorge" fixed the flat and gave her his number so they could text, according to the affidavit. On March 30, the woman and a male passenger had another flat tire and the same man pulled up to help, changed the tire and offered to follow her home.

The woman "drove to the area of her residence but didn't drive to her actual residence out of fear of Jorge knowing where she lived," part of the affidavit read. The affidavit did not state what happened after that.

Police said other items found at his home included a heavy duty service jack, a jack stand, a yellow utility knife and Mexican ID card.

The victim from the April 28 attack also identified Castaneda at the police station.

If convicted, Castaneda faces up to 30 years in prison with no chance for probation. He was being held at Kane County jail on $300,000 bail, and Friday Judge David Kliment denied a motion to reduce the bond. Castaneda is next due in court May 27.
