Former Fox Lake chief was suspended twice before becoming chief

Fox Lake village officials have released the personnel files of six police officers, including former Chief Mike Behan and Det. Jason Baldowsky.

The files were released late Friday afternoon, in accordance with a Freedom of Information Act request filed by the Daily Herald.

A cursory review of the files shows Behan had been suspended for violating a no contact order with a resident in 1997. The name of the person involved in the order was withheld by Fox Lake officials.

Behan was placed on administrative leave over the incident last August, before retiring from his chief's position Aug. 26. He was also suspended before being named chief in 2006 for showing up late to work, leaving keys in the ignition of his car, and for wearing a baseball cap while riding a motorcycle.

Baldowsky was suspended by the department for 16 days after a verbal and physical confrontation with an inmate in a Fox Lake jail cell in December 2014. There are also complaints in the file where other officers had issues with Baldowsky.

He remains with the police department.
