Elgin employee accused of stealing Explorer funds
Elgin's top animal-control officer was arrested yesterday on a charge he stole $6,000 from a police Explorer post he supervised. The arrest came after the police department decided to audit the Explorer account because of the investigation into Fox Lake police Lt.
