Elgin standoff ends after man turns himself in

A man who held police at bay for nearly five hours Monday in Elgin turned himself in to police, authorities said.

Police responded to a call shortly after 2:30 a.m. on the 1000 block of Dundee Avenue and were told that Victor M. Hernandez, 40, battered his girlfriend and a man inside the residence, and then locked them out while keeping three children inside, Elgin Police Cmdr. Colin Fleury said.

The tactical response and crisis negotiation teams made attempts to contact Hernandez, who came out onto the front porch and surrendered without incident at about 8:10 a.m., Fleury said.

No one was injured in the confrontation, and no weapons were found inside the house, Fleury said.

Dundee Avenue was closed at Congdon Avenue for about three hours. The Elgin fire and public works departments and members of the community emergency response team assisted, police said.
