Why not follow this model for recovery?

When a TV show or a sports team is very successful, the others try to copy it. So here we have the state of Minnesota with a $1 billion budget surplus and less than 4 percent unemployment.

This was accomplished by a tax increase on couples filing jointly with annual income over $250,000, an increase in the minimum wage and closing tax loopholes for the rich - including the governor's own family - Mark Dayton (as in Dayton Hudson)

The excess is targeted for public education, including free pre-kindergarten, and for infrastructure rebuilding.

If this is the Rx for recovery, why would Illinois not copy it? Of course, we know the answer.
